Always a highly anticipated event, this year’s Budget Speech is presented in a period of unprecedented challenges brought about by the Covid-19 global pandemic. Apart from the challenges related to this pandemic and the economic constraints imposed by the prolonged and reimposed lockdowns, we still have the challenges that existed before the pandemic started: increasing government debt and a widening budget deficit. One could add to that a stagnant economy and a shrinking tax base.
How will all of these factors impact on fiscal policy in South Africa in both the short and medium-term?
